Biden proposes a federal mask mandate but has no means to implement one (FOX 5 DC)

You could call Biden’s announcement of support for a federal mask mandate “taking action” but I would call it posturing. There is no legal mechanism for a president to impose such a rule on citizens in 50 states. If he was serious about nationwide mask-wearing, he’d push governors harder and call on Congress. The legislature could possibly come up with some kind of “necessary and proper” law to govern commerce in the states to require masks, but it would most certainly get caught up in the courts and take months if not years to settle.

Stephen Kent joined Fox 5 DC alongside Michael Starr Hopkins to opine on the mandate proposal plus how the media handled Kamala Harris’ first week as the Democratic VP pick.
